Description:
When publishing stream(s) via the Dolby.io Streaming API (Millicast), on the viewer side very low fps is received. Around 2-3 fps is received on the viewer side, even when the bitrate of the stream is high. Low fps leads to poor video quality. This is a known issue on Windows on any browser based on Chromium. The root cause of this issue is a Chromium bug related to hardware acceleration and key frames. Disabling the hardware acceleration can be used to confirm the issue is hardware acceleration problem (i.e. the problem should go away once hardware acceleration is disabled).

Workaround:
You can apply either of the following as a workaround:
- Update to the latest Chrome version (preferred)
- Update Windows DCH video drivers
- Disable hardware accelerator on Windows
