OBS-WebRTC send bitrate is low for VP8 codec

Description:

When using Millicast OBS to publish a stream using the VP8 codec, the send bitrate is much lower than expected. For example if we have a source with bitrate 2500Kbps, the publisher only sends up to 400kbps. This is a known issue and currently, we are working to fix the problem.

Workaround:

Changing the codec to H264 or VP9 results in the expected bit rate.
